You can select adjustable inswing sills, fixed inswing sills or outswing sills.  The flexibility allows you to reduce your inventory!  And the use of narrow threshold caps plus high dams equals efficiencies against wind and water infiltration, which builders and homeowners appreciate.

When a sill fails, the water infiltration results in damage to the sill, including pulling the nosing away from a discolored cap. 
A low dam design is ineffective in water outside the home.
